Education Law


French is the mother tongue of more than 80% of the population of Quebec. In 1977, Quebec’s National Assembly adopted the Charter of the French Language (Bill 101) which states that all children must be educated in French until the end of their secondary studies, whether in a public school or a subsidized private school.

Bill 101 allows for special cases where children are allowed to pursue their studies in English at public or subsidized private schools. These include children who are permanent residents of Quebec,

-who did most of their elementary or secondary studies in English in Canada; or

- whose brother or sister did most of his or her elementary or secondary studies in English in Canada; or

- whose father or mother did most of his or her elementary studies in English in Canada.

In the first two cases, the father or mother of the child must be a Canadian citizen. In the third case, the father or mother must be a Canadian citizen unless he or she did his or her studies in Quebec.

Other special cases include

- children with severe learning disabilities as defined in the government regulation made under Section 81 of the Charter.

- children whose father or mother was declared eligible for instruction in English but who did his or her elementary studies in French after August 26, 1977.

If you are a homeowner, it is important to note that school taxes are automatically assigned to the French language school board unless you specifically assign them to the English school board.

If you are currently paying school taxes to the French school board in your region but would like to pay your school taxes to the English school board, please contact the Eastern Townships School Board Taxation Section at (819) 868-3117 and request the "Declaration for School Tax Purposes" form that must be completed in order to transfer your taxes to the English school board.
